Balancing is table stakes. Any reputable rebuilder will balance the cartridge - but the best ones send the assembled turbo back to the balancer after the wastegate / VGT mechanism is installed. Ask for the balance report.
VGT actuator calibration is where most sloppy rebuilds give themselves up. Listen for a quick stroke cycle on ignition - if the actuator hunts for position, the calibration isn't flashed. The 2881993 / 2837677 style actuator needs both the mechanical vane sweep and the software write.
Housing machining is the final tell. A scored turbine housing that's simply brushed down will crack within 30,000 miles. Proper shops resleeve or replace the housing when the shaft rubbed through.
